Does God repent?

Numbers 23:19, "God is not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do it? or hath he spoken, and shall he not make it good?" (KJV)

1 Samuel 15:29, "And also the Strength of Israel will not lie nor repent: for he is not a man, that he should repent." (KJV)

Exodus 32:14, "And the LORD repented of the evil which he thought to do unto his people." (KJV)

Jeremiah 15:6, "Thou hast forsaken me, saith the LORD, thou art gone backward: therefore will I stretch out my hand against thee, and destroy thee; I am weary with repenting." (KJV)

Amos 7:3-6, "The LORD repented for this: It shall not be, saith the LORD. Thus hath the Lord GOD shewed unto me: and, behold, the Lord GOD called to contend by fire, and it devoured the great deep, and did eat up a part. Then said I, O Lord GOD, cease, I beseech thee: by whom shall Jacob arise? for he is small. The LORD repented for this: This also shall not be, saith the Lord GOD." (KJV)

According to Numbers and 1 Samuel, God does not repent, however, according to Exodus and Amos, God does repent. Jeremiah even says that God was weary with repenting.

"Sorrow is better than laughter: for by the sadness of the countenance the heart is made better. The heart of the wise is in the house of mourning; but the heart of fools is in the house of mirth." (Ecclesiastes 7:3-4, KJV)
"Then I commended mirth, because a man hath no better thing under the sun, than to eat, and to drink, and to be merry: for that shall abide with him of his labour the days of his life, which God giveth him under the sun." (Ecclesiastes 8:15, KJV)
